Do I have any rights as an apartment renter?

Okay, so here's a little back info. We have lived at our current place for just at 2 years now, and we have had problems with our fridge from the day we moved in. From Day one, the fridge leaked heavily from the top down, and pooled into the produce drawer (it's a traditional top freezer fridge btw) and we've called over 10-15 times to have That fixed. Maintenance comes out, they basically drain the water and leave. The liquid smells so foul like mold. We stopped calling about that issue because the NEVER fix it. We just continually drain the water and keep only limited foods in the fridge. Now, for the past 3 days we have called because the fridge stopped cooling, and all our food spoiled. They came out twice and said "Ok it'll start cooling, give it 3 hours...." It NEVER starts. We are living in this place, paying $1300 rent for a tiny townhouse, in a nice suburb of DC, and eating out of a cooler. Please advise us of Anything we can do, our lease isn't up. Thank you.
