Was this comment racist?

I'm white and work in an office where a girl who is black continually bullies me and always says my hair is gross cause it comes down to my waist and she says long hair is disgusting. She was just standing at my desk telling me to cut my hair because it looks foul. I then said to her "how can you comment on my hair, when you are wearing a wig?" Cause she has a wig over her shaved head. She then said I was being racist. I wasn't even thinking about her race. I just thought that if you wear a wig, don't comment on my hair. Never in a million years would I have thought that someone would call me racist.
