Do you think whistling is rude?

I find it irritating when people whistle songs. It's high pitched and usually off pitch as well. But it seems jerky to ask someone to stop because they usually do it when they're in a good mood. Does anyone else find it annoying or does it not bother you when people whistle near you? Not at you -- I'm talking about whistling music, not cat calling.
